Question [Windows 10] messy and flickering visual elements in some software

As seen in the gif i recorded of my screen this thing happens in some software i use like hanbrake, bittorrent , idm, ...
I'm using Updated Windows 10 21H1

I don't se any pending update, i have other graphical issues like Windows UI elements lagging, Tried re installing GPU driver which didn't help

Specs are : Core I7 6700k
Asus maximus viii hero BIOS version updated to 3802
cruical 16gb 2400mtps
gtx 1080
Got a bnch of hdds and ssds OS is installed on Samsung 850pro
PSU : Corsair Rm 750i
