Question Windows 10 ver. 1607, Google Chrome and emoji

Hello!
Is it possible to do something with fonts without updating/reinstalling the operating system and without using third-party extensions for chrome?
For example - https://emojipedia.org/unicode-11.0/ None of the emojis are visible (in chrome).

The wrong answer. There are fonts (NotoColorEmoji_WindowsCompatible) that I installed and emoji appeared.

and yes, I'm using windows ltsb (1607)

There's your problem, your not updated to the latest win10 with ltsb, you need 19h1 which is version 1903
