Windows 10 won't let my machine power off

I have a problem with my OS at the moment and I'm looking for some advice, my PC can't be turned off via shutdown through windows. If I try to shut the machine down through the power off option the machine will just restart. The power button on the machine works perfectly though.

Does anyone have any suggestions on what could cause this? I've been told ACHI may be to blame but I thought that related to my hard drive(s).

Thanks!

Intel i7 6700K @ 4.6GHz
Asus Z170 MK S
MSI Armour GTX 1070
Kingston 120GB SSD
WD Blue 500GB HDD
Seagate 2TB HHD
16GB DDR4 Corsair Vengeance RAM

I've tried reinstalling and updating all my system drivers, however I've had no luck with that. My OS is a windows 10 early release version. However the problem started before I started using the insider previews.

Use the normal stable build.
In BIOS, what are the hard drive modes set too?

You really have to update to a current build. You can not use ancient versions of Windows 10 because they are not supported.
