Question Windows 11 restart and update to black screen with old hourglass icon

After this black screen appeared i let it sit for few hours and nothing happened so i restarted it and it still did the same thing so i spent more frustrating hours until i used my bios to wipe my hard drive with OS on it. I obtained a new windows 10 install and when i boot from the flash drive i see a windows logo for a split second then black, then the windows logo comes back with a loading circle then it all fades out into black again with no cursor. I cannot reach the windows recovery and i doubt i can even more that i got rid of my old OS. I have never had this issue and its like no matter what i reset it still does the same thing. Has anyone else had this problem? I have an ASROCK bios and thats really all i can get to, nothing else wants to work

I have left my computer on the black screen from booting off the flash drive to see if it would load or anything its been a few hours and nothing, as you can tell i am desperate.
