Windows 8.1 Windows Defender app is off

When I go to the Action Center or search for Windows Defender, I get a message that the Defender app is turned off. There is no option to turn it on. I am using Windows 8.1 on a Surface Pro 2.

What anti virus are you using? It will mean that Defender is off.
