Question Windows boot screen has weird lines/artifacts

My computer has these weird lines and keeps rebooting about 5 seconds into the windows logo from all devices. An HDD, an SSD, and USB (media creation tool). Bios loads fine and I just updated it. It happened 2 days ago and I havent changed anything. Could it be the CPU?
Tried different GPU, RAM, and PSU with no luck.

Motherboard = ASRock A320M/AC
CPU = Ryzen 5 3600
GPU = XFX RX580 8GB
RAM = Ballistix 3200mhz 2x8GB

At that time of BOOT process windows initializes drivers including GPU and it may not set them immediately. I would replace drivers by using DDU https://www.guru3d.com/files-details/display-driver-uninstaller-download.html first to clear old drivers and settings and install newest drivers straight from AMD site.

How can I run this without being able to boot?
I cant even get ubuntu, various other Linux OS, windows install, or anything to run. Only memtest ran, I assume because it's purely text.

You didn't say that you can't boot at all

Keeps rebooting 5 seconds into the windows logo on all devices. In a loop, over and over.
Nothing makes it to any sort of GUI but text menus seem to work.

It ended up being the CPU. So strange, i don't get it just glad its working now.
