windows cant find C:/WINDOWS/userint32.exe ... help

basically every time I start my computer I get the error in the title of this thread. I searched for it using the search function and no "userint32.exe" exists on my computer.

what does that file do and how important is it?

can it be replaced or disabled so that windows doesn't search for it at start up?

it is a virus,just look on google
there are a lot of sources telling it is a worm.
