i tried both settings 1.0 gbps full duplex and auto they didn't work
ran the Realtek diagnostic utility and set the speed and duplex to 1gb and it shows link status disconnected and IP address as 0.0.0.0

99% of the time this is because of a bad cable. That might be a flat ethernet cable or a counterfeit cable or bad in-wall cabling. Get a new, round, 100% copper, cat5e of cat6 cable and connect directly to your primary router. You need to leave the speed/duplex setting on auto it causes issues. This is a very clear indicator of a bad cable but it can in rare cases be a bad port in the pc or router. A new cable is the cheapest things to try. You only need cat5e but it must be pure copper with wire size 22-24. Do not buy those flat cables the wires are much too thin.

after checking a different cable it worked so i then followed the cable to make sure it was not damaged and to make sure nothing else with in the middle of my lines like a network switch and come to find out there was an old network switch that seems to have a failing port that caused the issue

problem is now fixed i have replaced the switch with a new one and will now begin the testing of the old switch to see if it is saveable or if the ports that failed are truly dead
