Question Windows update from Windows 8.1 to Windows 10 not available on Surface Pro 3?

My Surface Pro 3 is constantly reminding me that any support for Windows 8.1 will be ceased, so I have to upgrade.

This is my computer.

I tried to use Windows update.

First it looks like this.

If I click "Check now", it looks like

But then soon it reverts back to the original screen with "Check now" button again, with no updates showing up.

First off, should I update to Windows 10?

If yes, how should I do that?

If I do that, will I have to install all the programs and softwares again, and lose all my files on my Surface?

If you do a CLEAN install, yes you will have to re-install all programs and software.

You would lose your personal files if you do not back them up to some other drive.

By definition, a clean install wipes the drive clean.
