windows wont shutdown

I just built a brand new computer and installed Win xp home. Everything worked beautifully untill I installed norton system works 2003. I know old program, anyway norton istalled properly, I downloaded all the updates, ran the win doctor utility and fixed all the minor problems. Everything runs fine except when I try to shutdown or restart nothing happens. In order for me to shut down I have to log off my profile and shut down from the profile selection screen. If anybody has any idea what I could do to fix this problem I would be greatful.

Simple! Get rid of the 2003 Norton. Not well written for XP. One of its' drivers is stalling.
