With the pc powered up it detects the optical reciever,
mouse and keyboard when connected into the USB port.
But if restarted or repowered wont boot correctly as it
can't detect a keyboard or mouse.
If plugged via the PS2 sockets it works but thinks it's a
standard keyboard and mouse and the tilt wheel is not
then operational.
How do I get the PC when booting to see the USB wireless
reciever and so boot correctly

Two things, you can use both USB and PS2. Second, you can either enable
USB Keyboard/Mouse support in the BIOS or disable the search for a
keyboard/mouse at boot up in the BIOS. I would opt for the second
choice. To do this, you press F1 or Del or whatever it says to press to
enter Setup. Then the option to "Halt on All Errors" or something
similar, you need to set this to Disabled or one that does not give an
error when no keyboard is detected. I have to do this on my computer as
BlueTooth is not a supported device until inside a Windows environment :)

try updating ur BIOS
