Wireless USB adapter problem

Hi sir! I have one wireless usb (himax) company. When i connect to wifi it could not connect. I troubleshoot and it shows "problem with wireless adapter or access point ". I insert that into another laptop, then also not connect. But it shows the wifi connection name. I established the internet connection from my android mobile via portable wifi hotspot. Then it connected. Now what to do? It connect only for mobile wifi connection. Not connect to wifi from the city or colleges.
