Would cpu bottleneck 1070?

Recently I have been getting these really weird lag issues in my pc, whether it's when I'm playing a game or scrolling through the internet.
I was thinking that upgrading my gpu and cpu would fix that, so I am thinking of buying a Galax GeForce GTX 1070 EX 8GB Video Card, although I don't know if there will be any issues with my pc specs... Pls help.

Processor Intel Core i5-6600 CPU @ 3.30GHz (planning to get Intel Core i7 7700 Quad Core LGA 1151 3.6 GHz CPU Processor)
Memory: 16384MB RAM
GPU: NVIDIA GeForce GTX 1060 3GB (planning to get Galax GeForce GTX 1070 EX 8GB Video Card)
Monitor: Asus - VS228H-P 21.5" 64hz (planning to get Acer GN246HL 24 inch TN-LED 144hz FREE SYNC Gaming Monitor)

dude it wont bottleneck,i have same CPU as yours and using asus strix 1070 OC,and now im using aorus extreme ed 1080Ti
still doing OK
