Question wuauserv missing from services, registry, etc

wuauserv or the windows update service is missing from every part of my computer as if it doesn't exist.
I've tried restoring it through this link: https://www.tenforums.com/tutorials/57567-restore-default-services-windows-10-a.html
But whenever I restart, the wuauserv entry is again, missing from my registry.
I have also tried sfc /scannow from an elevated command prompt, it stated that it has fixed any corrupt files and yet when I restart, wuauserv and windows update service is nowhere to be found.

backup your data.
get a usb flash drive. download latest windows 10 iso from microsoft website. do a manual update.
or try the update assistant https://support.microsoft.com/en-us/help/3159635/windows-10-update-assistant

Thank you for the suggestions. I've tried updating through the update assistant but it always fails and says "The installation failed in the SAFE_OS phase with an error during BOOT operation. (Error 0XC1900101 – 0x20017), I've yet to try doing a manual update but I don't have any flash drive with me at the moment.
