I have a windows XP SP3 disk. Can I install it on a brand new PC as an OS?

If this is not an OEM version, and you have a valid license key, and it is not still installed on another PC, then yes, you should be LEGALLY able to install it.

However, you may have issues finding XP drivers for the new hardware, and if you plan to use an SSD note that XP does not fully take advantage of SSDs.
