[SOLVED] "You don't have permission to save in this location" Fix

So about a week ago my (D) drive's recycling bin was corrupted and refused to save anything. I had to find some command prompts that fixed it. I eventually fixed the corruption, but now it does not let me save ANYTHING to the drive, whenever I try, I get the "You don't have permission to save in this location" message. I found this pretty weird considering that I am already an Admin with full control. I tried disabling antivirus and when I tried to change the drive's security permissions it says
"Error Applying Security"
"D:\pagefile.sys"
"The process cannot access the file because it is being used by another process"
Any help, ideas or cmd prompts that I could use would be greatly appreciated,

OS: Windows 10.

Solution
As it looks like there was a lot of damage done to system, you may want to reset windows keeping all files and apps or "In place upgrade" which will also have an option to keep files and settings.
In mean time, try running these system tools from command prompt as admin.

SFC /SCANNOW
and
dism /online /cleanup-image /startcomponentcleanup /ResetBase

May have to run them several times until you are sure of results, positive or negative.
Yes, switch it back where it belongs.
I switched it back, and now I can no longer save anything to either drive. I keep getting the same message that I "don't have permission to save in this location". If I try to change the permissions, I just get a ton of messages saying "C:\Windows, failed to enumerate, access denied." I get that message multiple times with different files each time.

I reset it, and the problem persisted, so I had to do a full reset (which worked) . I believe it was something to do with a recent windows update as some of my friends have had the same problem.
