[SOLVED] youtube videos setting too low quality and netflix low bit rate?

I need some help troubleshooting something. This is something that i, am so lost on. And usually i can figure issues out. Not this one. Basically, for some time now, youtube videos have been auto setitng to like 480p, and netflix as going to a really low bit rate without reason. My download speed is 108mbit/s and i have a RTX 2080, with a Ryzen 5 1600x. So my specs and internet shouldn't be the issue. I'm so lost

It could just be the site. I stream alot and have found that during peak demand times a web site will just send 480p, if I wait until morning 720p / 1080p. I have been able to force higher res. by streaming something different from the site(low usage) and setting that to 720 then going back to original.
To troubleshoot you have to monitor connection to router and router to web site. There are a few sites like speedtest that will check you internet speeds.

Well, this happens during any time of the day, so idk about peak hours. But like 3am, 2pm, 10am, 5pm. Same result. As for speedtest, i told you my network down, so i've already tried that. Other than that, no idea how to monitor my own connection.

do you use any 3rd party antiv virus or firewall?

is the windows firewall set to private instead of public?

reinstall the network lan driver

try a different browser like edge or chrome or firefox

graphics drivers are up to date?

check windows integrity
open the command prompt as administrator and type DISM /Online /Cleanup-Image /RestoreHealth
