Question Z690 AORUS ELITE AX DDR4 XMP not working

Hi everyone, I hope you're doing well. I'm having troubles with my ram kit / pc building.
Config :
CPU : 13700K stock
RAM : Corsair CMK64GX4M2D3600C18 (2x32Go 3600 MHz CL18)
MB : Z690 AORUS ELITE AX DDR4

I cannot for the love of god make my RAM go past 2133MHz which is... not ideal.
If anyone has had some experience with the Z690 chipset and DDR4 memory, I would gladly take any suggestions.

Things I tried :
Updating the BIOS (from F21 to latest F29)
Switching slots From the recommended A2/B2 to A1/B1
Manual OC with XMP settings
Manual OC with slower frequencies (3200)
VCCSA increase to 1.3V
Manually setting DRAM voltage to 1.35V and 1.36V

What happens :
No POST at all
Debug lights alternating from CPU to DRAM (Short CPU light, Long DRAM light), I waited around 5 minutes in that state to no avail.

Other :
I tested the ram in another system (older Z390 board with a 9600k) and it posts without any issue with XMP

Was the ram purchased as a kit or individually?

When you updated the bios, did you clear CMOS afterwards?

Test the ram outside of windows with memtest86+. If during the testing there are any errors, then the ram is faulty. You may be able to narrow it down to one DIMM. Either way, if there are errors, RMA the ram.

I'm 99% sure the ram is fine, I tested it both at xmp in the other pc and at 2133 in my current rig.
The ram was bought as a kit
I did clear the cmos (I have no choice else it won't boot after a ram OC)
