When you say do a fresh install do I just do it with a normal usb stick and also wont both sysytems now have windows 10?

Try and test if the CPU is over boosting by setting a fixed voltage and fixed clock and testing the temps and tell us the temps.

Does it keep stopping at 23 percent exactly?
