    well 60fps in 4k will most likely require a high end gpu (more than 300$) but I'm not sure how intensive Splinter Cell is. I think a 1070 is your best bet, especially if you can find it used, then it will be around 300$

    My 750Ti can run most games at medium-high settings at 60FPS so I'd say that's a wonderful choice for 720p

    I think i accidentally got an extremely good deal on RAM

    A little over a year ago, I got 16GB of G.SKILL TridentZ RAM factory clocked to 3200Mhz for 85$ USD new. And today, someone asked me for some good affordable RAM; and so i went back to go find the link and found nothing! I got it off Newegg and it looks like it's 150$ now.

    In my opinion, 4k is still far ahead of its time and for a light gamer it isn't worth the upgrades; but it is too late I guess. First I'd need to know how you'd expect it to run, do you want 60fps max settings or are you ok with lower settings?

    Monitor "half low" part of monitor

    Check to see if your cable is in all the way and if the cable has any damages. If so, try another cable and see if your problem persists. If that doesn't help, it is most likely an issue with your monitor; probably a loose cable, if it's still under warranty call the manufacturer and arrange an RMA.

    "idles at 1.5ghz instead of 3.0ghz" If it idles at 1.5 ghz nothing is wrong, unless it stays that way during loads. You probably turned off the setting that keeps your cpu at a high clock, something like "Force CPU Clock Speed At Idle".

    If I'm honest, that processor has done me well in the past but i only ran it using a 750Ti. But, to give a good recommendation, I'd need to see the GPU v. CPU usage and beside how much more power you need to get rid the bottleneck.
