I'm not sure if the GPU can massively affect whatever you're doing, so long as you have one. Maybe go for something like a Radeon 270x or an Nvidia GTX 750Ti. It might also help to upgrade your motherboard because I don't think it supports Sata 6GB/s which might come in handy in the future...

Keep your current CPU, you might find yourself wanting to upgrade to Skylake at the end of the year! The i3 will be fine until then where you can make a choice

Uninstall GPU Tweak (Seriously it sucks, I'm using the older DCU-II 750Ti), I think your GPUs having problems, GPU Tweak might be freaking out and telling your card to do all sorts of things.. That's all I got before I recommend a refresh, unless you can find more issues we can use to diagnose...
