I would suggest you to wait. Lots of newer cards withgreat performance will be coming out soon. GTX 1080, GTX 1070 and even AMD RX 480 all outperform even a GTX TITAN.

https://www.youtube.com/watch?v=alrEyjTRag8 In this video the guy did a Dota benchmark. Here GTX 1080 was bottlenecked by an i7-5820k running at 4.2 Ghz so I expect RX 480 to be bottlenecked 8350(can't say for sure).

I would suggest you to wait and get gtx 1080 or even gtx 1070 both of which can outperform even a gtx titan. AMd rx 480 would also be a good choice.

Don't opt for optical drive. Add that money in something like GPU. Also I think WD Blue is cheaper(depending on where you live). That 11 USD you saved can be added to GPU + 10 dollars if you are not that tight on you budget and you can have r7 360. Hope it help.
