based on what your saying of recently built, have you updated any of your drivers yet? Try downloading the 1070 driver off the Nvidia website here: http://www.nvidia.com/download/driverResults.aspx/111830/en-us This is the windows 10 64 bit version, hopefully it helps

I wouldn't say unplugged. Replug the display cable and try again, although this could just be your window's issue. Was there any updates/force shutdowns prior to moving the computer?

Alright. Generally it should work, because DVI is also a standard on newer technologies. Go ahead and try it, I am pretty sure it will work and that the percentage of it not working is about little to none.

Depends. If your internet plan is above 5mbs(What Im assuming from the 3mbs) like 30 to 100 or maybe even 200, then it is your router thats not doing well. However, if your plan is 5mbs, Id suggest you upgrade the plan or switch to a much better service provider, and also get a new router...
