LEDs turn on, but not the fans

Hard to tell when I can't see it. I could guess but it does you no good. Take it in and have a PC place run a free diagnostic. They do that sometimes. Call around.

    Temp Controlled Leds

I did something similar with my subwoofers in my car once. I had LEDs connected to pulse to the music. Totally cool idea. I just don't see how you would connect this to gpu fan speed. Speedfan is junk btw. Find something else. You may be able to wire on the card board and see if you can steal...

Cooling Dual GPU setup, best rad locations

Depends on the size. If it's a 240mm then you'll get by with one just fine if fans are in push pull with good air flow. If only 120 then yea get 2 or 3

Cooling Dual GPU setup, best rad locations

OR you could grab a 390x for $330 and already be set for 4K. And liquid cooling a gtx isn't really nessicary. It's gets expensive we you buy the waterblock, pump, reservoir, rad, tubing the money goes on and on with liq cooling. Trust me. I would know. (Hint hint liquid cooled owner) and...

    Possible budget Fallout 4 build?

Theoretically yes. They will both do fallout in 1080p. I would grab a 280x for the both of ya tho. They will do an EASY 60 fps on ultra for 1080p and easy on the budget.

Running two graphics cards for seprate jobs without SLI?

Nope. Nope. Nope. For sli the cards have to match. Like for example you could crossfire a 280 with a 280x but not a 270 with a 280 or 280x. Same applies for gtx cards. They both run at different speeds. And I'm assuming they would kill your psu theoretically if it worked.

    Looking to Upgrade

No you'd need a whole new mobo. AMD and Intel have different chipsets and they work differently. If you have $500 to spend I'd grab an 8370 and the r9 390.

    Looking to Upgrade

If under budget the 8320 will serve your well. Your usually safe buying used processors and this one shouldn't be more then 100 bucks. If your staying at 1080p a 290 or 290x (4gb) will do you just fine for 1080p. I have the 390x and that runs 4K for only $330. I keep my old card and my oc 280x...

    Self Made Configuration for PC

Don't plan on gaming over 1080p with that video card.

Option 2 obviously. Don't even have to question that.

these parts good enough for 720p/1080p 60 max fps on witcher 3/fallout 4 and other games coming out?

And unless you've done your reasearch or personally have Windows 8 most people hate it. Go with win 7 or win 10 (keep in mind win 10 has bugs in it still) and I would buy a 250gig ssd. Do your research on an ssd there really fast for loading games and booting Windows. That hard drive will give...

these parts good enough for 720p/1080p 60 max fps on witcher 3/fallout 4 and other games coming out?

Agreed. If your on budget just buy a 280x from msi or sapphire they play everything on ultra at 1080p
