I am getting a new laptop and i am on a budget so it's either to get a 1.8 GHz/2MB core 2 duo with 2 Gb of RAM , or 2.0 GHz /4 MB with only 1 Gb of Ram ????

It sounds like a good build but since you won't overclock then go with GA-965P-S3 or Abit AB9 cheaper and not much of a difference , also you might want to get a 8800GTS it's now for 345$ after rebate , way better than x1950 , or go with a cheap card for now and wait tell the R600 from AMD\ATI...

for prozac26 : The processor can be overclocked out of the box by simply connecting specific pins in it increasing the voltage of it , a full tutorial for this is found on VR-zone check it if you want , or that what i understood from the site .
