Well i'm not sure about other games but HOI4 tends to run primarily on a single core. This probably reduces the overall utilisation across the entire cpu and bottlenecks the gpu as well.

It's probably not this, but if you are playing in borderless mode then try switching to fullscreen. This will help to ensure that the performance of the game is prioritised over other processes.
