what should i get ?upgrading from rx 460 4gb .A used 1060 6gb or new 1650 for 20000 inr (270 usd)?

Unless it's a Super, a 1650 isn't going to be a whole lot better than a 1050Ti. For the same money, the 1060 6gb is the better card.
