Question 16gb ram installed, 8gb reserved, Ram clock wont change, Cpu clock wont change

I am having issues with my ram/cpu, I was using a software and I went to check how much cpu usage it was Using, along with ram usage, then I noticed the cpu clock had reset from 3.6ghz to 3.2ghz, the ram was also different, it was at 2133mhz instead of 3200, and it said that 8gb of it was reserved... I have tried clearing the CMOS about 3 times but nothing is working...

Cpu: Ryzen 5 1400
Gpu: 1060 3gb
Os: win 10 64 bit
Ram: G.skill trident z 2x8 16gb 3200mhz

And how are ram sticks installed (if there are 4 slots 1-2-3-4, just type 1-3 or 2-4 or however it is installed)?

Motherboard is B350m Mortar, ram sticks are in dual channel in slots 1-3

What do you mean? Like look at the product page? I have the product page if you need it...

Your ram stick, you need to look up to his sticker and type the model number like F4-4000C19D-8GTZ.
There might be a chance of compability issue.

I see no reason for a compatibility issue, I bought both sticks in a set from G.Skill, 2x8gb sticks

already updated the bios last night, did nothing

Then you have no choice other than to replace the ram with some that is on the compatible list.

Again, there is no point for it to not be working now, it worked perfectly fine for 3 months, so there is no point for it to not be working, the ram would be perfectly fine

Plus that wouldnt explain why the cpu clock wont change as well
