Question 2070 Super XC Ultra Fan not spinning

Hello, recently I bought a used 2070 Super XC Ultra and I bought a cooler for it(NVIDIA 2000 Series Coolers). I checked everything including the fan header for bent pins(None there) and everything looked fine on the hardware side of things. Then when I go to test it I get display and everything is working, but the fans do not spin. I tried through software to start them and nothing. Then I tried to see if they were dead by installing the accelero cooler and the fans do not work on that one either.

i think the cpu fans only starts spinning after the temprature exceeds 60 celsius. It works that way for my MSI Radeon RX 480 Gaming X 6GB

Yeah I am confused because I tested for this and tried to turn the fans on in MSI Afterburner and Precision and nothing happened.

Have you actually taken the one minute to boot into a game and see if the fans spin up under load?

Yep I played red dead and a few other games that would make my computer run hot and the fans did not spin.

And what happened? Thermal throttled? PC shut off? What were the temps?

Well the heatsink on the gpu and some 140mm fans that I placed a little bit below the gpu to substitute the gpu fans kept it from doing either of those things, but still the point remains that the fans did not spin on the original gpu cooler.
