2500+ running slow

Sorry guys, I suck. I saw this thread a while ago, but I can't remember the answer and I can't find it. Anyways, I just got a barton 2500+, but according to the system manager in XP pro it's only operating at 1GHZ. I'm still learning the ropes of this stuff. Did I get jipped, or do they usually come underclocked, or is it my motherboard.

I'm running XP pro, 2500+, 1GB of OCZ premium memory, Radeon 9600 pro.

Go into the BIOS and make sure CPU multiplier and FSB are 11 and 166MHz respectively.
