Question GPU fan spins up like crazy for 3-4 seconds, then it slows down to normal ?

Graphics Card: RTX 3080 MASTER Rev. 3.0

So i repasted my GPU because it was reaching 87c under load in games, so I opened her up and there was little to no thermal paste (new 3080 when bought) so I used Artic MX-8 thermal paste and put it back together, now it sits at roughly 60-65c under load in video games at 1440p, but once it reaches 60c no matter the fan curve i set, it ramps up to like 70% Ive posted the MSI afterburner settings and fan curve i got. Just wondering if anyone can help me, because its like a jet engine going on and off every 5 seconds and its annoying, I want it quiet, but also cool. Also the hotspot at idle is 50c and underload its at 70c.

I have been playing with it for hours and i am scratching my head, It runs cooler because I repasted it but the fans seems to not understand that its 15c or more cooler lol

Update your post to include full system hardware specs and OS information.

PSU: make, model, wattage, age, condition (original to build, new, used, refurbished)?

Disk drive(s): make, model, capacity, how full.

How many fans - specs?

Take a couple of photographs showing the interior case and fan placements. Indicate air flow directions as appropriate.
