Question 4gb of ram installed on windows 10 64 bit, only 2.9 usable

I have a desktop with win 10 64 bit installed and 2x2gb sticks of ram on the mobo for a combined 4gb of ram. Only 2.9 gb of ram shows up as usable tho. Is there a way to fix this. Both sticks are working fine. I have a abit ip95 mobo that has a max ram support of 4gb, I heard that this could be the problem.

it has a dedicated gpu, ATI 4670 512mb GDDR3

Windows will always use some RAM. Is it possible you are mistaking system RAM and available RAM? System RAM is how much is installed, available would be how much is not in use.
