Question 6900 XT is underperforming ?

My 6900 XT heavily underperforms in games like getting 120 fps in apex while others get 200 etc. (1440p max settings standing in firing range i get 113 fps on max and low settings, game is uncapped) But it performs perfectly in benchmarks scoring a 21450 in time spy. First people said it was my slow ram holding back the system but after upgrading it, absolutly nothing has changed, then i thought its the 24.1.1 driver but rolling back to 23.11.1 has changed nothing as well. My card boosts like it should, isnt daisy chained, uses around 300w and stays cool like my cpu and its not bottlenecked since the 5700x stays at around 60%. Ill list the specs down below but just know, every driver, every chipset is up to date and installed cleanly with ddu etc.
XMP is on, SAM is on, i reset windows and it didnt help, cleared my cache, gave it extra power etc nothing has worked so far

Please just someone tell me what i can do, it shouldnt be performing this badly, its about as fast as a 6700 XT.

CPU: Ryzen 7 5700x stays at around 60C

GPU: rx 6900xt reference stays at around 55-64C

RAM: 32gb 3600mhz cl16 g skill trident neo

PSU: 850w bequiet System Power 10

OS: windows 10 pro on a Samsung 970 evo m.2

XMP is an Intel setting, not for AMD. You'll have to tune the ram manually to fit your system.
Interestingly, how old is the OS install?

Yeah i know the xmp thing but thats just to mar it easier to understand, my os is from december, i had a rx 5700xt installed before so maybe it thinks that still in there?

Ok, so if its a fairly fresh OS install, then for now you could probably rule that out as an issue.
However, because you changed dGPU cards, even though they are from the same AMD, you should thoroughly uninstall the AMD dGPU drivers from control panel & then install the latest package for you RX 6900XT.

It has not helped, but regarding the os, some update keeps failing to install and everytime i open a game i get a disconnect sound.
