Alright, so I built this gaming PC about a month and half ago and everything was running tip top, I’ve been playing Star Wars The Old Republic on low settings just using the Intel 4000 integrated graphics and everything has been fine. I then bought the Sapphire 7870 OC edition on super sale the other day from Newegg. I read a lot of the complaints, and decided I’d give it a try and RMA it if there were the problems people have talked about on the Web.
Anyway, I installed it and downloaded the latest 12.10 drivers from AMD and tried to play the game. I ramped the settings up to highest settings and the game is only getting like 20-25 FPS and stutters a fair amount. I then uninstalled the drivers and used the drivers that came with the card, 12.09 or 08 I think. Tried game again, still crappy. Then I wiped drivers again and after reading posts online about the game having troubles with Catalyst updates and game patches, downloaded an old driver set 12.04 I believe to see if that would help. Tried game again, still bad. I finally cranked all most of the settings down to low, which is what I was scraping by with using the integrated graphics and it runs at about 40-45, but there’s still some stuttering. This is my first graphics card install and I need some help. I understand that it’s not the greatest card, but it should run this game very well without issues. I’ve read a bunch of posts about how the recent game patches have screwed up other people’s FPS’ on the game, but none are speaking of cards within the range of this one.

Does anyone play this game and have the same issues or are there the tweaks and fixes I might need to implement to get this to work better? Please help me out.

try latest amd driver 12.11 beta 4....will get up to 15% improvement in gaming with 7*** series cards......specially developed to improve 7*** cards..give a shot

Are you running the game on a SSD? This game reads alot from the HDD. Also that performance is expected anyway considering how weak the 7870. OC only makes it 0-8% faster so ya don't count on those stats. I have the 7970 and still can't crank up max setting on COD, but my wow runs perfect now at max setting (which could apply to swor considering they both read the HDD alot).

I have a non-OC'd 7870 and it runs Skyrim maxed, averaging well over 60fps at 1080p. The OC isn't a major factor, but it isn't completely negligible either, it helps a little :)

What resolution are you playing at? Keep in mind that FPS is going to be dependent on what's going on around you, if you are in a big city with several people, 20fps isn't unexpected, if you are traveling through a lot of areas you are likely to see stuttering as new content loads. In an MMO, you need to get away from people, and stand still to get a good benchmark.

I would suggest trying a few other games, a few Free2Play titles such as MechWarrior Online (I think I avg 40-50fps here) and Tribes Ascend, would be fine (if you post your fps for those games at max, I can let you know how your fps rates against mine). Make sure you settings in catalyst disable any power saving features, and make sure you're on the highest performance windows profile.

You can't max out COD (Call of Duty?) with a 7970?! Something seriously wrong there...

I'm running it on 1080P and 1900X1020(I think). I've only tired SWTOR on it because that's what i'm playing and what i'm interested in it running. I understand in big areas that it's going to decrease, but even on my ship, which is a single person instance, it's only getting to 45 tops and still stutters a bit.

I've never played SWTOR so I can't tell you if that sorta thing is normal there. Running a few other games as benchmarks should tell you if the problem is something with your settings or if it's isolated to SWTOR. (Though a benchmark, as Mr BinRobot suggested, should give you similar feedback as well).
