Question 8gb 1333mhz vs 16gb 1066mhz

Long story short, I am trying to upgrade and give this super old HP p6610f desktop some new life and give to my brother. He doesn't do any gaming and even if he does, it is super light like moba games. He mostly use it for office work. The specs for this PC is below and parts that I want to upgrade to is also below. Please advise.

Are the parts decent for an upgrade? The mobo has 4 dims but only support up to 4gb per dim. If you use more than 2 dims, the speed can only reach 1066 and if use 2 then 1333. Which is better?

Cpu: Athlon ll X4 635 2.9ghz
Ram: 4gb
Hdd: 750gb
Psu: 250w

I am trying to upgrade to

Cpu: phenom ii x4 955 3.2ghz ($20)
Ram: 16gb 1066mhz ($30)
Hdd: 256gb ssd ($30)
Gpu: gtx 730 ($30)

I am not sure if this psu can handle anything more than a gtx 730. I could try change the psu but I am not sure if this is standard size psu nor if this mobo requires some specific pin. Do I also need a different cooler?
 
You probably wouldn't notice the difference between 1066Mhz and 1333Mhz RAM for most uses. 16GB RAM can make a big difference. If he keeps a lot of tabs open and programs. Some tabs use a lot of RAM. Especially G-Mail and Google Docs. I'd definitely do the 16GB RAM.

What country/area do you live in? I'd hate to see someone spending money on a old CPU "upgrade". If your somewhat nearby you can have a AMD X4 965 BE for free. I also have 4gb of memory but who knows if it'll work with your existing kit but you could have that as well. The motherboard is a ASUS M4A79T-Deluxe if you wanted to put the build into a gaming style case.
