About multiplier...

I have a dell brand laptop with Intel core 2 Duo processor (P8600). My problem is when I play the game, my processor multiplier will decrease from 9.0 to below 3.0. how can I solve this problem?

Its odd because mostly when you don't do something, multiplier decreases and as soon as you get in to a 3D apps it works fine,yours seems vice-versa.
Anyway since you are using a laptop,can you access and change the BIOS settings ?
If so then disable Intel speed-step

What temperatures are you running on idle and on load?

Generally yes to save power and heat but some users prefer running their CPUs at full speeds

Well check. If the CPU is overheating, it will throttle itself. Notebook CPUs have higher heat tolerances than desktop CPUs though so it would have to hit like 90-100C or more to throttle. I'm not sure of the temps specific to your CPU model though.

And what do you mean "without a fan cooler"? Are you saying you removed the CPU fan?

This seems like a classic case of over heating.

@OP:
Download RealTemp and run some intensive app and see what happens. Post screen shot.

Also, try the cooling mat/pad you removed.
