TLDR: After restoring a restore point, lots (but not all) things are suddenly very slow to respond.
Apologies if this is hard to follow, I posted things as I randomly thought of them.
A few days ago, I made a restore point, as I was troubleshooting with a game company about their game crashing my pc (BSOD, error message "KMODE_EXCEPTION_NOT_HANDLED". The step they wanted me to do was to reinstall the graphics card drivers as a custom clean install. I made a restore point, reinstalled thew drivers (card is Nvidia 2080 Super, drivers are Nvidia 572.16, the most recent drivers. After doing so, the problem persisted, so I went into System Restore, found the restore point I had made, and restored it.
As soon as it rebooted, I noticed weirdness. Things like Task Manager would suddenly take about three minutes to pop up. Other services like trying to open System Restore, File Explorer>select drive>Properties>Tools, Check drive for errors, running SOME software like Rkill takes forever (like 15 hours to finish), trying to open an administrator command prompt, anything that seems to need me to allow it to be run (like Revo Uninstaller or Open RGB, for example) all take an unusually long time. When this happens, it is like there is no increased disk usage, no RAM usage, no increased network usage, just basically it is unresponsive until several minutes later, it suddenly opens.
This is not the case with everything. Some things are instant, and work just fine. I have not really noticed a specific pattern, other than it seems to be related largely to Windows services. Once the programs are open, there is no lag, they perform as expected, just opening them sometimes takes a long time.
I tested in safe mode, and none of these things seemed to be happening, making me think it is a software issue.
I have run Malwarebytes, Rkill, RogueCleaner/AdLice, Hitman Pro, AdwCleaner, Emsisoft Emergency Kit, TDSSKiller, and other things like a Defender scan. I have run the various DISM commands, and the SFC command, they seem to report nothing is wrong. I have noticed that when using the aforementioned programs, they have seemingly taken far longer than I remember them previously taking.
Sometimes, other things take a long time, like loading GIMP or Notepad++, same thing where it suddenly takes several minutes to either load the splash screen or pop up the program, but once open, again, they seem to work totally fine.
I have also noticed a few times, the taskbar and System Tray are totally empty/blank, and a few times, it is just like a solid color (the color set for Windows accents) for both. In a few cases, I was using the computer, and they suddenly disappeared, and then reappeared a while later, sometimes Windows was restarted, and they were not present at all, sometimes Windows was restarted, and they were gone, but arrived later.
It seems more like a software issue, as the issues do not seem to be present when in Safe Mode again.
I am running Windows 10 Pro x64, Version 22H2, 32 GB RAM, an AMD Ryzen 5 5600X 6-Core processor, OS build 19045.5371. I did shut down the computer, and physically remove all the RAM (4 sticks), and the GPU, and then reseat them fully, but it seems to have made no difference.
A few other things I have noticed include things like the inability to create a new user account. I tried to see if this was also happening on a new account, and when I finally get to the "Add someone else to this PC" option, and click on it, after showing an hourglass cursor for a while, it just straight up disappears.
In addition, I can't seem to install drivers, program updates, or other similar things, and have also tried a clean boot, which seemed to make zero difference. I did try to repair it, and Windows told me it was unable to repair it. I have also noticed things like Calculator open, but have the default calculator icon, (no buttons or anything, it shows up like that with a thin border around it, and then after a few minutes, disappears.
Please help me figure out how to fix this problem, and correct it. If there is additional detail needed, I can provide it. I have lots of drives, programs, and various other things, so I prefer not to reinstall Windows.
