Solution
The question we have here is if your motherboard features a PCIe x16 slot. While the chipset itself does support PCIe x16, it is not a "given" that the manufacturer included that slot on the motherboard.
I'll suggest downloading and running SPECCY https://www.piriform.com/speccy/download (the free version works for this) which will tell you all of your hardware including motherboard model (very helpful to us).

If it turns out that you do have a PCIe x16 slot available on your motherboard, the Forsa GT630 should work

That depends on whether your motherboard supports it, you would need to find that out from the manufacturer's support website

Why not the GT210? The idea here was/is to get you the best you can get to allow the most games playable, not simply what might allow play of a few games but it is an option

Apparently the problem with SOT running is with the chipset, you more than meet minimum requirements for that game. It seems there are ways to get it to work but I found none that are consistent enough that I can say "do this ..."
Try some searches for SOT compatibility issues and try some of the "tricks" they suggest, I'm sure something will "fix" it - I just don't know what.

GTA4 shouldn't be too much of an issue. I don't recommend pirated games if only because of risk of nastiness' coming along for the ride. Currently the trend is to imbed Bit Coin mining bots inside of "free" software, once the download you want installs, your computer can be used remotely to attempt to make money for the bot owner. If you are very sure about the integrity of the game it may be okay, just a bit out of my comfort zone though

I am going to ask one favor though, if you would put your build specs as your signature or somewhere in your profile so I don't need to re-read the whole thread to remember what hardware we're talking about

Game Debate defaults to 1080p and you shouldn't be trying to play many games at that resolution. You should be able to do something (I would think) at ~800p resolution - you need to sign up at GD to change the resolution - or did you do that and it's still saying you can't play?

After messing around in GD for a while, I decided the easiest way to navigate it is through google search. Look up your game of interest in google with PC Requirements (for example "GTA 4 PC requirements", no quotes) - one of the first returns should be GD after entering your system specs there (CPU, GPU and ram) it'll then move on to resolution - When I did that for your system and GTA 4 at 900dpi it said "This system may have troubles with Grand Theft Auto IV. But with some clever adjustments you may be able to run it."
