Question amd 6600xt low usage in games

my gpu usage becomes random, going from 1 to 60 and then back down to 5 very randomly never staying at a certain usage i do not think its a CPU problem as the CPU stays at around 20 to 40 percent usage

Specs : AMD Ryzen 7 2700x no oc
Corsair Vengeance RAM 3000mhz
ROG STRIX b450-f gaming II motherboard
Evga 700w gold power supply
PowerColour AMD RX 6600XT

the speed of the ram is 3000mhz and the usage is usually around 30 % idle and like 60% when gaming
