Question AMD Threadripper 1950X runs at 0.60Ghz HELP!

Hi, I just build my TR4 workstation PC but I noticed a problem after doing some work clock speeds inconsistent after it hits temp 50c core clock speed drop to 0.60Ghz on all cores then it goes back to 3.70Ghz and so on!

CPU temps
idle 28c
MAX 52c


CPU cooler: Noctua NH-U14S TR4-SP3 dual fan config.
Mobo: ASrock tatcihi X399 (P3.30 BIOS).
RAM: G.skill Flare X 3200mhz dual channel so far. Memory slots config > [1000] - [0100]


I'm happy with the rendering speeds but why it drops speed in the middle of the process?

Many X399 boards require a pair of CPU ATX12V supplemental inputs connected from PSU to mainboard to support high current required by CPU under load....;with inadequate CPU power connected to mainboard, it will throttle back the VRM...

Are a pair of ATX12V CPU inputs connected?

8-pins and 4-pins are both connected to the mainboard what can go wrong?
 
HWiNFO64 might be able to give you an idea what the problem is. There's usually sensors that tell you if something is being throttled. My CPU, for example, has temperature throttling and power limit outputs. If any of them say "Yes" then that is probably the problem.

Judging by the spikes in use it kind of appears to be the idle frequency but I do not know what the power saving frequencies are for threadrippers. My 6600K's idle state is 8x BCLK or 800MHz.

The cpu is screwed evenly pressured into the socket? Otherwise can only think then it's either the cpu itself or the motherboard,since just building is rma probably the way to go. Just rma both,see which one gets replaced or try each on it's own,but this last option might take longer if picking the wrong one first.

CPU is working fine but why CPU Voltage drops! at 50c that's what makes me mad!
 
Yeah, do check fan rpm somehow or try force it to a 100% if you can, just to be sure.

H/W in the bios is it? 68c is too high in the bios if it is.

Is 28~30c when cpu speed is down to 0.6?
No Idle speeds like 4.0Ghz 28~30c but When the temp hits 50c CPU slow down to 0.60ghz and CPU voltage dorp to 0.85V .
 
So it seems like the fan is not increasing speed to deal with the extra heat (locked to 40~50c) rpm speeds?. Thinking out loud, once it reaches that point the cpu is throttling? There could be a delay or incorrect sensor readings giving false temp numbers.

See what happens if youre able to increase fan speed.

No!, when the CPU hits 50c CPU fan starts to get faster and speed drop to 0.60Ghz on all cores! CPU temps are fine!
