[SOLVED] Annoying FPS hiccups/stutters/drops I've been dealing with for 3 years ?

I have been dealing with FPS hiccups/drops since I build my first PC back in 2017. Almost every, depending on the area or game. I lose at least 1-20 fps every 5 seconds. I have literally done EVERYTHING you could think of doing to fix it. It's not the OS, all my parts have been replaced (except the CPU), and I thought I had it fixed when I messed with the LLC (someone told me to change it form auto to normal to see what that would do) and still the issue persists.

Here are my specs:
i7-9700k
Gigabyte Z390 Aorus UD
EVGA RTX 2080 SUPER
2 140mm be quiet PWM fans on front of case, 120mm for the exhaust on back
Fractal Meshify C case (think thats how its spelled)
be quiet dark rock 4 cooler
Samsung 860 ssd
Samsung 980 pro nvme
Toshiba 2TB HDD
Corsair RMX 850 gold rated

I have done many benchmarks, overclocking, tuning the BIOs, updated all drivers, reinstalled drivers, reinstalled Windows 4 times even tried W11, reapplied thermal paste on CPU, took out fans and made sure they were air flowing correctly, uninstalled old nvidia drivers through safe mode.... If theres anything I haven't tried please let me know.
I also tweaked with Windows such as NVIDIA control panel, power options, page filing, messed with all graphics settings you can think of

I just wanna play my games in perfect performance, at this point I feel like I am losing my mind! The only game I have NEVER had issues with is Left 4 Dead 2, and Dying Light 1. Every other game I play (even really old ones) have this FPS issue. If you have any ideas or tests I should take to figure it out I am all ears. I am about to just go get an AMD CPU at this point.

Forgot to say my PSU is a Corsair RMX 850 gold rated

One thing you could try that you haven't mentioned, have you tried disabling the lower power states for your cpu in the bios?

To be honest I've tried so many things to the point that I don't even remember if I did or not. I turned off Intel Tubro Boost at some point, set the frequency of my CPU to its base clock, turned off multi core performance.

I'll look into this when I get home from work. Will report back.

I'm remebering now as I go through the day that I did turn off something call C-State in CPU tweaking. It had like a down arrow. Pretty sure that did nothing but maybe I didn't turn it off all the way. Got any more suggestions?

So it did somewhat work. Tried Fortnite, and Dying Light 2 with very minimal fps drops. Just the regular drops you would get in a online game. Dying Light 2 is not that optimized anyway. Gonna try Elden Ring when I get home tonight. Thank you for the suggestion.

Can you determine what game engine your games are using? Some like Unity tend to have FPS problems alongside with stuttering so you'll need to either get those games modded or wait for patches (which rarely ever happens imo)

This always happens to me in my case, literally any Unity game..even a 2D one at that has issues maintaining FPS and my CPU is i7-7700 btw so should be more than enough to handle it.

Heck even the latest game I'm playing Ageless..a game that a potato machine can easily run has stuttering and fps issues(on top of that, it needs a loading screen...)
