Any idea what this is?

Can anyone identify what the object in the photo at the link below is? There are numerous CAT5 wires going in/out of it and an outdoor CAT3 (white wire). There is also a phone line that is hanging loose that is not visible in the picture. I have noticed Ethernet input plugs in my house but no internet connection (it is delivered via Verizon FiOS though a coax cable to a router/modem combo).

this is usually use for phone lines only.

the red things are bridging the right two contacts with the left two contacts

Written next to some of the contacts is [room name] and then ISDN and it seems that its just the rooms with "ISDN" next to them have ethernet plugs, I know they've Ethernet simply from plugging in an Ethernet cable I had laying around and it fit.
