Build Advice Any idea why my PC runs badly?

So far, I have tried replacing power supply, new ram, and reapplying thermal paste to CPU. At this point Im at a loss other than replacing my CPU or motherboard. Here are some provided pics from CPUID, Hardware Monitor. What happens is while doing basically anything from web browsing to gaming, my pc slows to a crawl. Seems to get worse at times when Im multitasking, but sometimes just doing one task makes everything run poorly.

What do you mean the pc performs badly? That cpu isnt very powerfull but should perform decently with a 1060.

Were you doing anything in particular when this started happening?

Has been happening for about a month. I recently took out a failing HDD I had. I reset Windows just to be safe, but it seems that the HDD wasnt the issue.

Edit: A weird issue where the RGB on both my gaming mouse AND keyboard flash and change color. Tried multiple USB ports. Worried this is a motherboard issue.
