are these the symptoms of a bad PSU?

Hello, this is my 1st post here, please bear with me. :)

Major Issue.

DVD-RW is behaving weird, it is not recognised by BIOS, Drive ID is suppose to be LITEON SHM-165, it becomes (HI#FOS K@F-135) or something like of this sort.
Sometimes it is fine and BIOS recognise it as LITEON SHM-165, and it will read and write fine using Nero 8 in UDMA mode 4.
However, most of the time it has some weird name in BIOS, and when booted into windows it can not read or burn. And it runs in PIO mode.
Note: it happens everytime I shut down the computer completely, and I have to keep rebooting manual until BIOS can recognise the Drive.
Note2: when BIOS don't recognize the Drive, it takes very long to boot into Windows, even booting into Safe Mode.


Minor Issues, possibly related.

Computer reboots, get black screen, or lock up/freeze at the screen with looping sound, when playing games, Crysis, Call of Duty 4, Medival 2 Total War, BioShock, World in Conflict, most Source Engine based games; ie. most current and next generation games.
It happens most of the time when the game is running at high graphics settings. When the graphics is tuned down, it happens much less, but still happens.
When I disabled "reboot when there is error" from Windows, the infamous nv4_disp BSOD occurs.
All graphics drivers is removed in Safe Mode, and cleaned with Driver Cleaner from Gurur3D.com prior to updating to the latest drivers from Nvidia.
Note: Had a rare occurance when playing Counter Stirke 1.6.

External Harddrives 2.5" can not get enough power from the USB port, it was fine serveral months ago.
Now the harddrive requires its own power cord to function correctly, if there is no separate power it will give the Write Delay Error.

After looking at comments from Nvidia's support forums and club cdfreaks' forums. it has lead me to believe it is an PSU problem.
After checking the voltage with Speedfan and PC Wizard, the +12V rail is 11.43V~11.25V. I don't have a actual voltage meter to check for actual voltage.

I think I need more expert opinions on this problem that has been haunting me since last summer. If this is not a PSU problem, what other components could have cause these problems.

Buy a cheap DVM! If that 12V reading is correct, PSU is out of spec! Try a new IDE cable, could have a short. Can you borrow a suitable (450W) PSU to test?

I am thinking that this is PSU problem because all those components runs on 12V rail. I dont have a physical voltage meter to measure the actual voltage. Some people say the software probes are not very accurate, but I think it can not be off by too much.

Hi hiheyho,

Get a cheap DVM for like 10.00 USD... Hell if you can afford that kit then you should be looking after it!!

If its a dodgy PSU that 'can't get it up' :hello: (I mean the 12V rail!!) then try unplugging a few things (like that SLI GPU) and see if you can get things stable again. See if the 12V rail drops less with less loading. If you can get the system stable (with less PSU load) then trying running a bootable memory tester to check the MB and RAM is OK.

Even easier would be to borrow a PSU off a friend who just happens to have a 600W+ PSU lying around (don't borrow a 450Watt PSU as suggested if you are running SLI GPU's!!)

Weak PSUs can show problems during POST as they are under quite a big load (as HD's spin up, etc.)

Maybe you want to stick to the likes of PC Power & Cooling PSUs (I use this brand and their PSUs can tolerate a 10% brown out) or other quality brands in the future!! Hell I regard the PSU as one of the most important components in any system...

Thanks for the suggestions, I will get DVM soon to check for the actual voltage.
So this is potentially a PSU problem like I assumed?
