I want to know once and for all that if the statement "16ms response time translates to a theoretical maximum of a 60Hz "is true or not ,if true then 144hz refresh rate with 18ms (so it can't even reach 60hz)response time is useless so would I better off with a laptop having 60hz refresh rate and under 10 ms response time,in my last thread I got two messages with opposing answers so this one focuses specifically on this issue.

They are two different things The GtG response time is more dependent on the screen type. eg VA, TN or IPS. See https://www.pcmag.com/encyclopedia/term/gtg#:~:text=(Gray To Gray) A unit, gray level to the next.
18ms is slow - even for an IPS screen though.
Apparently the TUF15s don't have real good screens or keyboards.
So is it possible or not for a monitor to run at 144 hz with 18 ms response time as it doesn't make any sense because if its taking so much time to respond whats the use of 144 hz refresh rate?should I opt for other laptop?
