Maximum across the board speed with the Intel Sandy Bridge-E and the ASUS P9X79 Deluxe motherboard within the $3,000 budget. Overall, this system aim is to eliminate as much bottleneck as possible from the system (thus making it the fastest computer possible) and be stable (using a 850W to power up two GTX 580s will blow up in magic smoke).

2 x 6950 GPUs in Crossfire comes recommended from November's "Best Graphics Cards for the Money" article.

Seagate ST1000DM003 utilizes a 1TB platter. Two of these in RAID 0 will be pretty awesome. Some people may not add a HDD due to them being a relatively slow component, but there are some applications (high-def video capture for example) that will require a lot of storage and fast storage access at that. I argue that a PC with high storage capacity offers much more useful speed that applies to all types of applications and is not solely focused on gaming, folding, benching, etc.

2 of the fastest SSDs on the market running in RAID 0. Definitely not slow.

Silverstone Raven series provides excellent cooling without making your ears bleed. Also has that 8th expansion slot just in-case.

Very highly touted Hale90 brings plenty of power and awesome efficiency.

Corsair H80 recently recommended by Tom's.

Requisite appliance used to install or repair operating systems. Personally, I'd rather just keep an external around instead of sacrificing a 5.25" bay and aesthetics on a physical media drive, but I had money left over so what the heck.

$42.14 left over for the next Steam sale.

Final Price = $2993.86

Speed is based on a lot of factors so the goal of this contest seemed to be to optimize as many things as possible given the $3000.00 budget. I actually enjoyed a lot of the researching, because it was quite the learning experience to say the least. Build after build, part after part, I eliminated what I felt were the bottlenecks and ultimately came up with what I believe to be the fastest system within the parameters of the contest.

Processor and MB speak for themselves in terms of speed so we add in some awesome 2133 9CL Ram along with two absolutely amazing GTX590 video cards - THE crème de la crème (atleast for this contest) with all 4 of those delicious GPUs. Now to top it off, we throw in the OCZ Vertex 3 -MAX IOPS version, which has the newest sandforce technology and you have nothing short of amazing. Compliment all of that with a great cooling system (definitely going to need it when pushing this beast to the limit), an amazing case, and a 1220w 80 plus certified power supply and you are good to go.
