I'm curious, what does this executable file do?
C:\WINDOWS\System32\Ati2evxx.exe its in my Administrative
Tools window under services. What would happen if I were
to delete it or render it disabled? It apparently has no
dependencies with any other program on my system.

ATI Hotkey Poller is the part of ATI video drivers and software and runs as
a service. You can assign any alphanumeric key (your hotkey) to quickly
configure any of the seven rotation schemes. By default, to recall your
scheme you must press Ctrl+Alt+hotkey. You can also assign the following key
combinations: Ctrl+Shift+hotkey; Shift+Alt+hotkey. These settings is under
Rotation tab in Display Advanced Settings. Poller service watchdogs pressing
hotkey combination and reacts appropriately.
