So pretty much I just built a new pc and I only want my windows to be on the ssd. But for some reason everything is being downloaded towards my ssd. Am I missing any steps to this? Can I just copy paste all my program files and program file(x86) to my hard drive and delete the ones on my ssd? My motherboard is b450 tomahawk max just to throw it out there.

If you install your programs to the HDD you are wasting the SSD, the OS wont benefit from the SSD speeds when it has to wait for programs to operate.
OS and programs should go on the SSD, every time.
I bought a 250 ssd and it's about halfway full. I just mainly don't want my steam games being downloaded to ssd. Have any suggestions on what I should do? Should I just buy a 2T ssd?

Well yeah a 2TB SSD would be nice, but thats not the solution lol.
As for steam, you can go into your preferences and set the download location https://support.steampowered.com/kb_article.php?ref=7418-YUBN-8129
For your drive right now, half full is a bit much for OS and programs, you can run something like spacesniffer to see whats taking up room if you arent sure.
I have a 120GB SSD for windows, programs, and a game or two and its only half full.

Solution

Most/all other applications, leave them on the SSD.
