The 12400 is definitely the better CPU than the 11700 and about 50 bucks cheaper. 6 cores with HT should be plenty for gaming and streaming. Good B660 boards are available for around 150 bucks, 32GB 3600mhz DDR4 RAM had cost me about 120 bucks this year. Reallocate the 50 bucks you save from the 11700 to the RAM budget and you are still cheaper than with the older i7 and get better performance.

You should look into a Ryzen 7 or i7 if you plan to game as well as stream off the same system. The boards for both platform will be different but the baseline for rams should be DDR4-3200MHz at the very least or DDR4-3600MHz at the most. Dual channel will get you the most out of your ram purchase on either of those platforms though.

I would go with the 12400 and a b660 motherboard with the above mentioned RAM recommendations. That would be a massive improvement in performance for gaming and streaming. You can use the Xenon system for a dual streaming setup to make the experience even better. The Xenon system could do all the encoding and the 12400 system would be the gaming system.

You can use Nvidia's NVENC encoder to stream. You may want to try that first.

Otherwise:
A little over total budget, but would get the job done.
