Question Best quality 240 / 280mm AIO (New Zealand)?

My friend's MSI Coreliquid 240mm is having some problems so we're going to do a replacement. He needs an AIO because it's a fairly compact mATX case and he's running an i9 9900KF so it makes a fair bit of heat.

I can't seem to get the Arctic Freezer II here in New Zealand, at least not locally, so most of the options are Corsair (most of their lineup available) and EKWB (one or two coolers in that form factor are available for a good price). There's also plenty of range in NZXT.

Problem is, I'm an air cooling fanatic, so I know very little about which particular AIOs are "good" or "bad" these days. All I know is that his form factor means he needs an AIO for best results, because his GPU is too close to the CPU for a big Noctua cooler and the case is too confined for that and the 3070 if we want any good airflow.

Safety and Reliability are my foremost concerns. Obviously we want something that'll perform well, but as his designated tech-friend I want to be making sure I'm not giving him something that's likely to leak. It's getting installed by the company that made the pre-build, so it'll still fall under what's left of his warranty, but I really want to put him with a cooler that is as high quality build-wise as I can, and he does not care if it costs a fair bit extra. He has the money.

So, with the Arctic Freezer II out of the equation, what would be the best quality 240mm (can be up to 280mm) AIO that he could get? I'll do some searching around local sites once I have some recommendations.
